Abstract

This study aims to analyze the conceptual position of trade fairs within the Meetings, Incentives, Conventions, and Exhibitions (MICE) ecosystem and to examine the overlapping authority between the tourism and trade sectors in Indonesia’s exhibition industry governance. The research employs a qualitative approach using an integrative literature review with a systematic search strategy involving scientific publications, international reports, and regulatory documents related to business events, trade fairs, governance, and regulatory overlap. Data were analyzed through thematic analysis and conceptual interpretation to identify the relationship between trade fair classification, governance overlap, and regulatory disharmony. The findings reveal that trade fairs are positioned as a subcategory of exhibitions within the international MICE industry and function simultaneously as business tourism activities and instruments of trade promotion and economic development. This hybrid position places trade fairs at the intersection between tourism governance and trade governance, resulting in regulatory overlap, institutional fragmentation, and multiple licensing practices in Indonesia. The study also finds that several Asia-Pacific countries have developed more integrated MICE governance systems through centralized governance, convention bureaus, and cross-sector institutional coordination. The main contribution of this study lies in strengthening the integrated business events governance perspective to explain authority conflicts between the tourism and trade sectors and the importance of regulatory harmonization in developing Indonesia’s national MICE industry.
