PERAN KELOMPOK SADAR WISATA (POKDARWIS) DALAM PEMBERDAYAAN MASYARAKAT DI KAMPUNG HERITAGE PENELEH SURABAYA

Abstract
Community empowerment in community-based tourism management is a key factor for the sustainability of tourist destinations. This study aims to analyze the role of the Tourism Awareness Group (Pokdarwis) in community empowerment in Kampung Heritage Peneleh, Surabaya, and to identify the obstacles faced. The research employed a qualitative approach with informants selected purposively, including Pokdarwis members, local residents, and tourism managers. Data collection techniques included in-depth interviews, participatory observation, and documentation. Data analysis used the Miles and Huberman model, and data validity was ensured through source and method triangulation.
The findings indicate that Pokdarwis has implemented three stages of empowerment: awareness (through socialization, door-to-door visits, and GUSI/weekly clean-up activities), participation (community involvement remains situational and uneven), and efforts toward economic independence (the development of typical souvenirs is still in the planning stage and has not been realized). The obstacles faced are multidimensional, including limited sustainable funding, low and uneven community awareness and participation, time constraints and lack of commitment among Pokdarwis members due to the absence of incentives, and weak coordination with the sub-district office and relevant agencies. This study recommends strengthening self-funding mechanisms, increasing the intensity of community leader-based socialization, providing non-material incentives for active members, and strengthening regular institutional coordination.
