Abstract

The imbalance of human resources (HR) in the tourism sector of North Bali, characterized by a lack of skilled local workers and dependence on outside labor, forms the background of this study. The research aims to examine the contribution of Laguna Singaraja Vocational Training Institute (LPK) in tourism HR development, specifically the impact of training on work readiness, competence, and self-reliance of local residents. A qualitative descriptive-analytic approach was employed, with data collected through in-depth interviews with 15 trainees, 5 instructors, and 5 hotel partner managers. Thematic analysis was used. The results show that LPK Laguna Singaraja plays a strategic role through competency-based training emphasizing hands-on practice, discipline, and professional ethics. Key findings reveal improvements in participants’ technical and non-technical skills, creation of work-ready labor, reduction of village unemployment, and support for North Bali’s tourism industry by supplying competent local HR. Despite challenges such as limited facilities, costs, and low initial public interest, LPK Laguna addresses these through direct promotion, participatory approaches, quality improvement, and industry partnerships. In conclusion, LPK Laguna Singaraja significantly contributes to tourism HR development and has the potential to serve as a model for other regions.
