PERSPEKTIF SOSIO-LEGAL

Tourism brings economic benefits to the community, but it also presents challenges in maintaining security, social order, and cultural preservation in traditional village (desa adat) areas. In this context, pecalang, as a traditional security system holds a strategic role in supporting sustainable tourism based on local wisdom, as well as in empowering pecalang to safeguard customary territories in order to support the sustainability of tourism in Pemuteran Traditional Village, Bali. This research employs an empirical legal research method with a socio-legal approach, conducted through field studies, observation, interviews, and a review of relevant laws and regulations, particularly Bali Provincial Regulation Number 4 of 2019 concerning Traditional Villages. The results indicate that pecalang play an important role in maintaining social order, protecting sacred areas, monitoring tourist activities, and building synergy with formal security forces. This study also finds that strengthening the capacity of pecalang through training in law, communication, and tourism security management is a key requirement in facing the dynamics of modern tourism. In conclusion, the empowerment of pecalang based on local wisdom is able to strengthen sustainable tourism security while preserving the cultural and customary legal existence of Bali.
