STRATEGI KOMUNIKASI KPU BULELENG DALAM MENINGKATKAN PARTISIPASI PEMILIH PADA PEMILU 2024 DI KECAMATAN BULELENG

Voter participation in the General Election is an indicator of the success of democracy, but the level of participation in Buleleng District remains a challenge for the Buleleng General Elections Commission (KPU). This study aims to analyze the communication strategy of the Buleleng KPU in increasing voter participation in the 2024 General Election. The three main focuses in this study are the factors causing low voter participation, the Buleleng KPU's communication strategy in increasing voter participation, and the implications of the Buleleng KPU's communication strategy in increasing voter participation in the 2024 General Election in Buleleng District. This type of research uses qualitative research with a case study approach. The theories used in this study include Attribution Theory, Communication Accommodation Theory, and Stimulus-Organism-Response (SOR) Theory. The results of the study indicate that low voter participation is caused by a lack of understanding of elections, minimal socialization in remote areas, and low political motivation. The Buleleng KPU implemented a convergence strategy by adjusting language, building social closeness, and increasing community involvement in socialization. A divergence strategy was also carried out by strengthening the KPU's image as a credible election organizer. The implication of this strategy is increased voter awareness, although access to information remains challenging in remote areas and for those with limited access to digital media. Therefore, more inclusive information distribution is needed to reach all voters equally.
