Abstract

Bondalem eco dive is a local dive operator business that provides guiding services and diving
equipment for tourists. This company has human resources (HR) that are not optimal yet as
seen from manager’s assessment of the quality of its workers low, employee complaints and
negative comments from tourists regarding the company’s services. This research aims to
formulate an HR optimization strategy for sustainability of Bondalem Eco Dive company’s.
This research use qualitative methods and a case study approach where data is collected
through interviews, observations and documentation studies, then analyzed using SWOT and
interactive analysis. The theory used in this research is George R. Terry’s (1977)
management function theory which consists of 4 POAC indicators: Planning, Organizing,
Actuating and Controlling with PIRO indicators (People, Ideas, Resources and Objects). The
research results show these are 7 recommended strategies for optimizing human resources:
SO strategy: increasing internal and external communication also employee involvement, WO
strategy: optimization HRM functions and product branding, ST strategy: employee loyalty
enhancement, WT strategy: employee training and development also employee recruitment
strategy.
