ANALISIS DAMPAK EKONOMI PENGEMBANGAN DESA WISATA PANJI TERHADAP MASYARAKAT LOKAL DESA PANJI KABUPATEN BULELENG

Panji Village is one of the tourist villages located in Sukasada District, Buleleng Regency, which based on the Regent's Decree number 430/239/HK/2022 is categorized as an advanced tourist village. Panji Tourist Village is very active in developing its tourism potential, particularly in terms of local product development. Nevertheless, the economic impact generated from the development of this tourist village remains relatively modest. This study aims to: (1) analyze the potential of Panji Tourist Village, (2) identify the role of local communities in the development and management of Panji Tourist Village, and (3) examine the implications of Panji Tourist Village development for the local community. This research employs a descriptive qualitative approach with a case study design. The results indicate that: first, Panji Tourist Village possesses diverse tourism potential, encompassing natural, cultural, and man-made attractions, supported by adequate access and facilities, with the presence of institutions such as Pokdarwis, Women Farmer Groups (KWT), and LPHD that collaborate in its development. Second, the level of local community participation based on Arnstein's framework is at the tokenism category, specifically at the consultation stage. Third, the economic impacts generated include direct impacts from tourist expenditures (tickets, food, and accommodation), indirect impacts through the creation of a supply chain linking tourism with local farmers and service providers, and induced impacts reflected in local economic circulation through a multiplier effect on the local economy.
