STRATEGI PENERAPAN PROGRAM SAPTA PESONA PADA DAYA TARIK WISATA PELABUHAN TUA BULELENG KECAMATAN BULELENG KABUPATEN BULELENG

Abstract

Government Regulation Number 50 of 2011 states that increasing awareness and the role of the community and stakeholders in realizing Sapta Pesona creates a conducive climate for tourism. One tourist attraction that has not optimally implemented Sapta Pesona is the Old Port of Buleleng. Given this issue, what strategy implements the Sapta Pesona program?. This study used the 4A theory to determine the potential for tourist attraction and George C. Edwards III's policy implementation theory. The research employed qualitative methods with an evaluative approach. Data collection methods included observation, interviews, document studies, and questionnaires. The collected data was analyzed using Miles and Huberman analysis and SWOT analysis. The results of this study showed that the Old Port of Buleleng met the potential for tourist attractions, accessibility, and additional services but lacks in tourist facilities due to unsupportive conditions. Various strategies could be regularly implemented, including regular socialization, optimal use of social media, development of guidelines or SOPs, establishment of partnerships, human resources training regularly, restoration and addition of supporting infrastructure, implementation of supportive regulations or policies for Sapta Pesona programs, collaboration with security forces, encouragement of community and tourist participation, regular evaluations, and maximizing the role of human resources. So it can be concluded that the Old Port of Buleleng has such great potential in attracting tourist visits. In addition, there are various supporting factors and inhibiting factors that will be able to use these strategies to implement the Sapta Pesona program.
