ABSTRACT
This research aims to analyze and describe strategies for increasing literacy at Lokapaksa 1 State Elementary School as an effort to form an intelligent and characterful generation. Literacy, which includes the ability to read, write and think critically, is an important aspect in basic education, because it plays a role in the intellectual and character formation of students. This research uses a qualitative approach with a case study method, where data is collected through observation, interviews and documentation. The research results show that the strategies implemented at this school include strengthening literacybased learning through various media, teacher training to improve literacy teaching competence, as well as the involvement of parents and the community in supporting student literacy activities. Apart from that, the integration of character values such as discipline, responsibility and honesty in literacy activities has proven to be effective in shaping student character. This research concludes that increasing literacy at SDN 1 Lokapaksa not only improves students' academic skills, but also strengthens their character formation, so that it can produce a generation that is intelligent, critical and has good morals. The suggestions given include the importance of developing sustainable literacy programs, increasing teacher competency, and strengthening collaboration with parents and the community.
